In 2022, based on the goal of more favorable policies, lower costs, fewer approvals, faster work, and better services, the city's business environment had been significantly improved. We have pursued coordinated construction of the ¡°five environments¡± of policy, market, government affairs, rule of law and people-oriented by introducing the ¡°five environments¡± implementation plan for 2022-2024, and forming a series of ¡°1+5+9¡± policy systems. A total of 1,092 policies benefiting enterprises were released, relying on the ¡°Jiangsu Enterprise Connect¡± platform to achieve directed push and help enterprises enjoy eligible policies without application, and 1,659 policy interpretations and illustrations were launched. Applicant can start a business by enjoying one-stop service within half a day and without any fee. The number of market entities in the city was 685,400 in 2022, an increase of 5.8% over 2021. The ¡°audit and management linkage¡± model, which has been affirmed by the General Oftice of the State Council has been applied in the whole process of 21 types of high-frequency matters. It took the lead in the province to realize the ¡°city-wide handling¡± of all matters of enterprise registration, issued the province's first ¡°multiple certificates in one¡± for only selling pre-packaged food and the province's first electronic road transport certificate for inter-regional handling. It pioneered in realizing the whole online process of housing provident fund errands from account opening registration to deposit, and took the lead in implementing ¡°only once comprehensive inspection¡± supervision. We optimized the reform of ¡°one matter¡±, created a ¡°15-minute convenient service circle¡±, promoted the digital transformation of government services, issued the ¡°Jiangsu Government Service-Bank of Communications and Government Co-Service¡± government-bank cooperation demonstration network, and promoted the ¡°issuance of certificates upon delivery of housing (land)¡±; the errand of ¡°second-hand housing+mortgage¡± within the urban area can be done in an average of 0.8 hour. We also promoted online approval and full-cycle platform supervision of the whole process of engineering construction projects, and streamlined approval materials by 43.1%. We took the lead in launching a multi-form bid deposit payment service channel in Jiangsu, which had saved more than 14.2 billion yuan for market entities. We worked to improve the communication channels between government and enterprises, by rolling out a business service hotline, and building a bridge to serve enterprises and communicate with the citizens; we launched ¡°Small and Medium-sized Enterprise Service Month¡± and ¡°enter enterprises, solve problems, and promote development¡± large-scale visit activities to help enterprises solve difficulties; we implemented the ¡°Huaguo Mountain Talents Plan¡±, allocated nearly 300 million yuan in special funds for talents at the municipal and county levels so as to attract and support innovation and entrepreneurship of talents.

China's first ¡°electricity, water and gas service¡± one-stop service center was built in the city; three systems innovated in the Lianyungang Area of China (Jiangsu) Pilot Free Trade Zone were selected as the Top Ten Institutional Innovation Achievements in Jiangsu. Four innovative cases, including the multiple adjustment mechanism of labor-management conflicts launched by the Lianyungang Municipal Human Resources and Social Security Bureau and the model of integrated operation of short drayage transportation innovated by the Lianyungang Port Group, were issued in documents and promoted by the Jiangsu Provincial Government.
