Water transport port of Lianyungang takes the lead in testing and improving quality with "intelligence"

Recently, the National Port Management Office issued a document approving “the solid and orderly promotion of smart port construction in Jiangsu Province, starting from the two water transport ports of Taicang and Lianyungang”. Taking this as an opportunity, various port units in our city will comply with the requirements of the Pilot Construction Plan of Lianyungang’s Water Transport Port and Smart Port, focusing on building a smart port ecological network pattern of “intelligent facilities and equipment, intensive information systems, digital operation management, comprehensive service facilitation, and normalization of cross-border cooperation”, we will try our best to achieve the development level of smart ports at the forefront of the country by 2025, and build a characteristic smart port that serves the “Belt and Road” construction.

Ports are the gateway for a country’s foreign exchanges and an important engine for achieving a country’s opening-up strategy. The construction of smart ports is of great significance in improving port management level and customs clearance efficiency, ensuring national security, reducing logistics costs and promoting foreign trade. In April of this year, the National Port Management Office issued a notice to organize in-depth pilot construction of smart ports across the country, encourage eligible ports to make pilot project proposals, focus on upgrading intelligent facilities and equipment, build intensive information systems, improve digital operation management, provide convenient comprehensive services, and carry out five major construction tasks of normalized cross-border cooperation.

The reason why Jiangsu Province has jointly declared Taicang and Lianyungang water transportation ports as pilot projects for the construction of smart ports is mainly due to Lianyungang’s good innate foundation in the development of smart port construction. In recent years, Lianyungang has set the goal of building a digital and intelligent port, focusing on cutting-edge new technologies and actively carrying out digital transformation. It has formulated a three-year plan for smart port construction, striving to build an “E-Port” one-stop smart port service brand, and fully provide customers with efficient and convenient smart logistics services.

The approval of the pilot smart port is a new starting point. Our city will adhere to the principles of being technology-oriented, innovation-driven and demand-oriented, benchmark against international and domestic advanced levels, and rely on Jiangsu’s “single window” supported by advanced infrastructure and information technology and deep data sharing, aiming to improve comprehensive service capabilities. We will accelerate the construction of smart application scenarios for port and shore operations, raise the digital intelligence level of port business collaboration and regulatory services, improve the digital cross-border trade ecosystem, and build a digital port with intelligent facilities, convenient services and efficient supervision in order to provide strong support for the construction of safe, efficient, intelligent, legal and green “five-type” port.

“The Port Holding Group will take the lead in carrying out 11 tasks to promote the improvement of smart port network infrastructure, launch an intelligent upgrading and transformation of smart port equipment and facilities throughout the port, accelerate the construction of intelligent container terminals, and advance towards the comprehensive digital transformation of production and operation.” Wu, Deputy General Manager of the Strategic Investment Department of the Port Holding Group, introduced that at present the port was increasing investment in hardware and software, that they would fully promote the construction of the main data center, which is the core of the “big data center” located in the New Coast Building, and create a single window for international trade in Lianyungang with doubled functionality. This will gather data from a large number of merchants, shipping and freight forwarding enterprises, various units at the port, and port business, making the big data center truly become the “brain” of a smart port.

The construction of Lianyungang Smart Port has positive demonstration significance for coastal areas. To ensure the effective implementation of the work, the Office of the Joint Conference Mechanism of the Municipal Port is responsible for coordinating and solving major problems in the process. Each port unit will strengthen policy guidance, ensure talent backup, and advance towards the vision of “more harmonious resources, more efficient operations, smarter decision-making, more standardized supervision, more scientific management and better services” for port development goals.
