Xuwei New Area won notification and commendation at national level

On the path of promoting high-quality development through high-level protection, Xuwei New Area has once again won awards and become another milestone in setting an environmental protection demonstration benchmark of the world-class petrochemical industry base. Yesterday, the journalist learned from Xuwei New Area that the Office of the National Ecological Industry Demonstration Park Construction Coordination Leading Group of the Ministry of Ecology and Environment had conducted a review and evaluation of 12 ecological industrial parks. According to the report of the review and evaluation results, the national east–middle–west regional cooperation demonstration zone (Xuwei New Area of Lianyungang) was evaluated as "excellent" and was praised by the Ministry of Ecology and Environment.

In 2019, an ecological industrial park was successfully established in Xuwei New Area. Over the past four years, the New Area has closely focused on the development concept of "ecology, intelligence, integration and demonstration" and the construction goal of "a circular development model area with characteristics, a leading radiation area of ecological civilization construction, and a demonstration area of logistics integration development in port industry". It has developed a pattern led by the government, linked by departments and characterized by government enterprise collaboration and social participation, vigorously promoting the dual carbon strategy, strengthening resource conservation and intensive utilization, and creating a demonstration model where economic development and ecological environmental protection complement each other.

During the golden autumn season, Xuwei New Area welcomed batches of migratory birds. In order to let these elves quietly reproduce and inhabit here, Xuwei New Area has specially created six major lake systems, allowing them to forage and play. In recent years, Xuwei New Area has strengthened its regulatory protection and comprehensive governance capabilities for the ecological environment, focusing on "regulatory prevention and control" of the ecological environment, and set a demonstration benchmark for the ecological environment of domestic chemical industrial parks.

Efforts will be made in building an ecological environment quality control center that integrates functions such as collective unit construction, problem diagnosis, platform innovation, and technology research and development, promoting the issuance of the Biodiversity Protection Program and Action Plan of Xuwei New Area (2022-2030)" and helping Xuwei New Area become the first chemical park in China to issue a biodiversity protection plan for seven major petrochemical industry bases; a multi-level environmental monitoring and control system will be built to achieve full coverage of "zero dead angle" in park environmental monitoring by fully utilizing leading international and domestic technological means and advanced equipment; through the innovation of three major organizational models of the Comprehensive Environmental Governance Campaign Team (Team 398), the Environmental Committee and the Comprehensive Governance Custody Service Provider, we aim to build an ecological environment protection system with participation of multiple entities and enhance our professional service capacity; with regard to wastewater, solid waste, exhaust gas and etc., we will create a whole-process environmental governance system according to international first-class standards and minimize the impact of the park on the regional ecological environment.

In addition, as the smart brain of Lianyungang’s Petrochemical Industry Base, Xuwei New Area has established a Management and Operation Service Center of Lianyungang’s Petrochemical Industry Base that integrates four major functions: safety control, environmental monitoring, energy guarantee and emergency linkage. Through cross-domain and cross functional integration, "one network" monitoring for complete coverage and "all-in-one" precise management are achieved.

According to the person in charge of Xuwei New Area, builders of Xuwei New Area will stand at a new historical starting point, ride the mighty east wind of the new era, fill up oil, hold the helm steady, muster up strength, firmly march on the path of "ecological industry and green development", and a new chapter in the development of ecological industrial parks.
